There could be many reasons you do need to occupy a settlement. Or, you need it to attract enemy forces to attack you from there, to bait the enemy forces to there. You may need it to have some decent buildings to be built on it and you need the building(s) or, you need a frontier post. Occupy when you think you need the settlement. Destroy what remains of the southern scum and bask in the favor of the gods. Let him fight Empire/Bretonnia armies while you sack their capitals and core settlements. Ally with him, because he can slaughter your enemies for you, upkeep reduction or not. Wait in a well fortified town to get reinforcements and destroy them easily. Norscan settlements have one of the worst economies in the game so this is your primary method of making money. Start raiding and sacking to fill your coffers. Recruit Skin Wolves as fast as possible to counter cavalry and monsters. Offer to confederate and ask for money in the process. Snipe any Norsca faction leaders you can before they manage to build large armies. Move to the border of your province and recruit as many units as you can. Then I would recommend wiping out the Norsican tribes which is easier said than done in the frozen wastes, so build alliances with the northern kingdoms and the dwarven factions to help you slowly. ![]()
